Enhanced Goal Editing for Admins Linked to Review Cycles

We are excited to share an enhancement to the goal editing functionality for admins. The update provides more flexibility while maintaining control over goals within review cycles.
Previous Behavior:
- Before Goal Submission:
- Admin / ACL Admin: Can edit
- Employee: Can edit
- Manager: Can edit
- After Goal Submission:
- Admin / ACL Admin: Editing blocked
- Employee: Blocked (can still edit by un-submitting the goal)
- Manager: Editing blocked
- After Goal Approval:
- Admin / ACL Admin: Editing blocked
- Employee: Editing blocked
- Manager: Blocked (can still edit by un-approving the goal)
Enhancement (Current Release):
- Admin / ACL Admin can now edit goals that are part of a review cycle, with some restrictions:
- Disabled fields: Goal Cycle, Visibility, Removal of existing owners, and Alignment
- A warning banner is displayed in the edit drawer for restricted edits
- Tooltips explain the disabled fields for better clarity
- Any edits made to allowed fields will automatically propagate to ongoing and past review cycles
